Data.norge.no
Data.norge.no is Norway’s national portal for sharing data. Here you can find information about which open and protected data organisations manage. The portal makes it easier to share and understand data in a common way.
Organisations publish the content themselves in the portal using the services for registering and harvesting data on data.norge.no.
When should the service be used?
The service is used when an organisation adds new or updates existing descriptions of datasets, APIs, concepts and services in the registration solution, and to manage harvesting endpoints used to retrieve the descriptions that are published on data.norge.no. (Harvesting endpoints are technical addresses that automatically retrieve descriptions of the organisation’s data and services.)
Who can use the service?
You must have the appropriate authorisation in Altinn to use this service. Access is granted either through one of the three individual services or through the access package.
Individual services:
- data.norge.no: Read access to the registration solution
This access allows the user to read descriptions of datasets, concepts, APIs and services that the organisation has registered. The user can also suggest new concepts or propose changes to existing concepts.
- data.norge.no: Write access to the registration and harvesting solutions
This access allows the user to read, register and edit descriptions of the organisation’s datasets, concepts, APIs and services in the registration solution. In the harvesting solution, the user can manage and update the organisation’s harvesting endpoints.
- data.norge.no: Organisation administrator access to the registration and harvesting solutions
This access allows the user to approve terms of use on behalf of the organisation, use the administration panel, import concepts, and read, register and edit descriptions of datasets, concepts, APIs and services in the registration solution. In the harvesting solution, the user can manage and update harvesting endpoints. We recommend that this access is limited to a small number of employees within the organisation.

- Information and communication
The access package provides organisation administrator access to the registration and harvesting solutions.
The service requires login via ID-porten (security level 3).
How to request authorisation?
If you already have access to a service within the relevant organisation in Altinn, you can request authorisation for individual services. This is described here: https://info.altinn.no/en/help/ny-tilgangsstyring/be-om-fullmakt/
If you do not already have access to a service, you must contact someone in the organisation who can grant you the necessary authorisation. As a general rule, this is the managing director or the chair of the board. They may also have delegated this authority to others. We recommend clarifying this with your immediate manager first.
