Application for authorisation of a cleaning company
All companies offering cleaning services must be authorised by the Norwegian Labour Inspection Authority. This also applies to those who hire out staff to carry out cleaning services. It is illegal to provide cleaning services without official authorisation.
Who should use this form?
All companies that provide cleaning services, either wholly or in part, in Norway must apply for authorisation.
This also applies to companies that supply staff to carry out cleaning work for companies providing cleaning services.
The requirement for authorisation also applies to companies without employees, such as sole proprietorships (enkeltpersonforetak) and general partnerships (ansvarlig selskap, ANS/DA).
Who does not need to apply for authorisation?
Companies with their own cleaning staff who only carry out cleaning work within their own company do not need to apply for authorisation.
Access to the application form
Access packages
The person submitting the form on behalf of their company must have the correct authorisation via an access package in Altinn. For this form, the person must have one of the following access packages:
‘Starte, endre og avvikle virksomhet’ under the authorisation area (fullmaktsområde) ‘Forhold ved virksomheten’
‘Tjenester NUF’ under the authorisation area ‘Andre tjenesteytende tjenester’
To receive post from the Labour Inspection Authority, you must have the following access package:
‘Ordinær post til virksomheten’

Access as an individual service
The person submitting the form on behalf of the company can also access the form as an individual service (enkelttjeneste). This individual service is called:
‘Søknad om godkjenning av renholdsvirksomhet’
You must also provide access to:
‘Årlig melding for godkjent renholdsvirksomhet’ – to enable you to submit an annual report confirming that you meet the requirements for authorisation.
‘Henvendelse fra renholdsvirksomhet’ – to access a contact form for this scheme.

Why should I use this form?
All cleaning companies must have official authorisation from the Labour Inspection Authority to operate legally.
Cleaning companies that apply will also be listed in the Labour Inspection Authority’s public register of cleaning companies (arbeidstilsynet.no).
The requirement for approval is set out in the Regulations on the Public Approval of Cleaning Companies and on the Procurement of Cleaning Services (arbeidstilsynet.no).
Anyone carrying out cleaning work for cleaning companies must also hold an HSE card issued by the Labour Inspection Authority. Ordering an HSE card is the final stage of the authorisation process.

Annual report to the Labour Inspection Authority for authorised companies
Authorised cleaning companies must submit an annual report to the Labour Inspection Authority confirming that the company continues to meet the requirements for authorisation. The deadline for submission is the date of the relevant authorisation decision.
Companies that are authorised with employees must submit documentation to the Labour Inspection Authority every three years showing that the company continues to meet the requirements for authorisation.
You should not submit an annual report until you receive a letter from the Labour Inspection Authority specifying the deadline that applies to your company.
Companies that fail to submit an annual report may lose their authorisation.
