A license is required for persons/companies that intend to operate regular domestic passenger transport services by motor vehicle or vessel in return for payment. Applications must be sent to the county council.
Persons/companies wishing to operate domestic passenger transport services by motor vehicle or vessel.
The following must be enclosed when applying for a license for regular passenger transport services:
(a) proposed timetable, and
b) proposals for tariff regulations, and
c) documentation that the applicant complies with the general requirements for being issued a license.
General Requirements:
Unless special grounds suggest otherwise, a license can be granted to an applicant that:
(a) Operates a fixed and permanent business in Norway.
(b) Is of good character.
(c) Has satisfactory finances.
(d) Has adequate professional qualifications.
Only the requirements for good character and satisfactory finances apply for licenses for regular passenger transport services for vessels.
In addition to a coach operator's license, the party wishing to operate regular passenger transport services must have a separate license for regular passenger transport services. The license for regular passenger transport services is needs-tested. This means that the party that wishes to operate regular transport services must submit an application for a license to the county council where the enterprise has its registered address. The county council will assess the need for regular transport on the route in question.
Vessels put into regular transport must be approved by the county council. The license authority's approval is required if a replacement vessel is to be used for more than 3 months.

When applying for a license, the applicant must submit a guarantee declaration from a bank or insurance company with a NOK value equivalent to EUR 9,000. For licenses exceeding this, a NOK value equivalent to EUR 5,000 for each license will apply.
Companies:
If the applicant is a company or other legal entity, the person who is the managing director at any time must comply with the requirements for good conduct and professional qualifications. The company must comply with the requirement for satisfactory finances. If the applicant is a newly established company, the managing director must also comply with the requirement for satisfactory finances.

The applicant must comply with the requirements for good character and finances stipulated in the Regulations relating to domestic professional transport services by motor vehicle or vessel.
The company must comply with the requirement for satisfactory finances. If the applicant is a newly established company, the responsible manager must also comply with the financial requirement.
