HSE cards

Employers in the construction and engineering sector, manual car care service industry, and cleaning sector are required to provide their employees with HSE cards.

HSE card for the road goods transport sector

The requirement for an HSE (Health, Safety and Environment) card applies to businesses that transport goods for others by vehicle for payment, and applies to:

  • drivers and assistants (who are in the vehicle and perform work)
  • sole proprietors (without employees)

The requirement for an HSE card applies only to the transport of goods by vehicle (vans and passenger cars) with a maximum permitted total weight of:

  • 3.5 tonnes for fossil-fuel vehicles
  • 4.25 tonnes for electric vehicles

An HSE card costs NOK 139.10 + VAT and is valid for two years from the date of issue.
 
The requirement for an HSE card does not apply to the transport of one’s own goods as part of a business activity other than transport. For example, the requirement does not apply to a restaurant that uses its own employees to deliver food to its customers.

HSE cards for the cleaning sector

All enterprises that provide cleaning services are required to ensure that all their cleaning staff is provided with a valid HSE card. This also applies to sole proprietorships.
Enterprises hiring out employees in the cleaning industry must order HSE cards for their employees. The employer is responsible for ordering HSE cards. The requirement for HSE cards is part of the Authorisation scheme for cleaning companies.

The HSE card costs NOK 139,10 + VAT and are valid for two years from the date it is issued.

HSE cards for the construction and engineering sector

Anyone that carry out work at construction and engineering sites are required to have HSE cards. This also applies to sole proprietorships. The employer or the sole proprietorship is required to make sure that everyone has a valid HSE card. Enterprises hiring out employees in the building and construction industry must order HSE cards for their employees. The requirement for HSE cards applies to everyone who carries out work on construction and engineering sites, including support functions such as cleaning, canteen services, etc. when they are permanently established within the site perimeter. Persons who transport goods to the construction site must be provided with an HSE card if the work is performed on a regular basis.Trade enterprises providing services in the consumer market must also provide their employees with HSE cards.

HSE cards for the manual car care service industry

All employees working with manual car care, wheel changes, or wheel storage are required to have HSE cards. This also applies to the owner/managing director of a sole proprietorship or a business that does not have employees. The employer or the sole proprietorship are responsible for ensuring that all relevant personnel carry visible and valid HSE cards while they are at work. Enterprises hiring out labour to the car care, wheel changes, or wheel storage service sector must order HSE cards for their employees. The requirement for HSE cards is a part of the authorisation scheme for the car care, wheel changes, or wheel storage service sector.

HSE cards are NOK 139,10 + VAT and are valid for two years from the date they are issued.

The requirement does not apply to companies that are approved by the Norwegian Public Roads Administration (Statens vegvesen).
