New Altinn: Changes for certain roles from the Register of Legal Entities
The reason for this is that Power of Attorney in the new Altinn is granted in accordance with legislation governing who is allowed to represent a business digitally.
What does this mean for your business?
Some roles in the Register of Legal Entities do not automatically grant Access Packages in Altinn. If you lose Power of Attorney that you previously had through a role, you must obtain it from the company’s main administrator.
The main administrator has extended authority to grant Power of Attorney. A main administrator can grant all Power of Attorney and Access Packages, without personally having Power of Attorney for the services or packages.
A person who has the Access Package “Access Manager” can only grant the Power of Attorney they themselves hold.
Who is the main administrator?
The main administrator is a person within the business who has overall responsibility for access management in Altinn. Examples of individuals who may have the Access Package “Main administrator” include
- Managing Director
- Chair of the Board
- Participant (with national identity number)
- Sole Proprietor
- Individuals who have been delegated the Access Package “Main administrator”
The following roles in the Register of Legal Entities will not automatically receive Power of Attorney in Altinn
- Business Manager
- Contact Person
- Board Member
- Deputy Chair
- Norwegian Representative for a Foreign Entity
There are some exceptions to this list.
- Business managers for housing cooperatives and condominium associations are automatically granted Power of Attorney.
- Contact persons for NUF are granted the following Access Packages: Access Manager, Maskinporten Administrator, and Access Manager for individual messages, forms, and dialogues.
Service owners in Altinn have been informed of the changes
It is the responsibility of the service owner, for example, Skatteetaten or Nav, to assign their services to roles in the Register of Legal Entities.
Example: A Service owner may choose whether a service should be linked directly to the role “Norwegian Representative for NUF” (Norwegian-registered foreign company).
What should you do if you are missing Power of Attorney?
- Check whether someone in your business holds a role that typically includes the Power of Attorney “Main administrator”. This can be verified by searching at brreg.no.
- You may also contact the Service owner and ask whether they have considered assigning the relevant Power of Attorney to a role in the Register of Legal Entities.
