Easier access management in new Altinn

Starting in early March 2026, we're launching the first improvements to make it easier for individuals and organizations to manage powers of attorney in Altinn. More updates will follow throughout March and April, making access management even more secure and user-friendly.

Access management for individuals

We're introducing a new, simplified interface that makes it easier for individuals to grant others power of attorney for digital services. New access packages for individuals launch on 4 March, and users can grant power of attorney for these packages as needed.

Managing client access

Starting 4 March, organizations that receive powers of attorney from their clients – like accountants and auditors – can delegate these to their own employees.

This is also now available to all organizations.

You'll get a clear overview of who can do what for which clients, making it easier to manage access and ensure the right people have the right permissions.

We've replaced file downloads with API integration. Learn more about API. Professional users can no longer upload files to manage client reporting permissions in new Altinn. You can still do this in old Altinn until 19 June 2026.

Support for guardianship

We're now introducing full support for guardianship in Altinn, making it easier and safer for both guardians and those under guardianship to use digital services. The County Governor determines what access a guardian receives in Altinn.

Existing consents carry over automatically

Consents previously given in old Altinn transfer automatically. You don't need to do anything, and organizations don't need to collect consents again after the upgrade.

Starting 11 March, individuals and organizations can also grant power of attorney for individual services.

Requesting power of attorney

Already have powers of attorney on behalf of an organization? In April, you'll be able to request power of attorney for additional individual services as new needs come up. This only applies to individual services for now – we'll add the ability to request access packages later.

Sharing inbox items

You'll be able to share or grant power of attorney for individual inbox items starting in April. We're aiming to launch this on 22 April, though the date may change. This will let you collaborate on specific items without granting more access than needed.

New terminology in Altinn

In new Altinn, we're replacing "give and receive access," "give and receive rights," and "delegate" with "grant and receive power of attorney." You'll now grant power of attorney for either an access package or an individual service, depending on what's needed.

We use "power of attorney" differently in new Altinn than in the old version, which may take some getting used to. We now distinguish clearly between:

  • Powers of attorney – what you grant or receive to perform specific actions or use specific services
  • Power of attorney agreements – broader, ongoing agreements between two parties (what old Altinn called "powers of attorney")

This terminology helps you better understand what you're granting powers of attorney to and makes the overall system more intuitive.

New Altinn in beta

You'll notice some parts of Altinn are marked with a "beta" icon. This means we're still developing and refining these features. This is part of our agile development approach, allowing us to improve the solution faster and more precisely based on real user feedback. We'll gradually roll out new Altinn until old Altinn is phased out in June 2026.

By marking features as beta, we're being transparent that some parts aren't yet complete, while inviting you to test, explore, and share your feedback. Rest assured that new Altinn is just as secure as the old version. Old Altinn remains available if you need to do something that isn't yet possible in the new version.
