More precise access management with the new Altinn

On December 1 2025, Altinn will launch several key changes to how authorizations and access rights are managed. New access packages, which will replace the current Altinn roles, and new pages for managing access will become available to organizations.

The new solution will not be complete at launch. Therefore, the old solution for managing access will still be available. For now, the old solution is the only way to do the following:

  • Grant access to individual services
  • Process access requests (from the “Request access” functionality)
  • Grant authorization to services that are not yet connected to one or more of the new access packages

Access packages replace roles

The new access packages are a way of grouping services, allowing access to multiple related services at once. Functionally, they are largely similar to Altinn II roles, but because there are more access packages than Altinn II roles, this enables more precise access management.

The reason for this change is that Altinn II roles are too broad and, in some cases, poorly named. This creates a significant risk that users receive more or different access rights than they should. For example, the role “Filler/Sender” provides access to more than 400 different services across very different subject areas.

There will be approximately 120 packages that services will gradually be linked to. Those who have access management authorization for an organization can control who within the organization has the various packages. Note that users who are assigned an access package will automatically receive authorization for services that are added to that package at a later time.

More changes are coming

During the first half of 2026, additional changes will be introduced. Among other things, the transition to access packages will also apply to private individuals, and functionality for granting access to individual services and processing access requests will be moved from the old solution to the new one.

How long the old Altinn II roles will continue to function for services will be decided by the agency that owns the service. We recommend granting authorization via access packages where possible if the access is intended to be long term. After June 19, 2026, it will no longer be possible to grant authorization through Altinn roles. From that point onward, all authorizations must be granted either through access packages or directly to individual services.
