Access packages

What is an access package?

An access package consists of powers of attorney for forms and services within one area, for example "Health services" and "Waste management". When you are granted power of attorney for an access package, you can perform tasks on behalf of an organisation or person. This can include reading or deleting a message, or filling in, submitting and signing a form.

In the new Altinn, roles are no longer used the way you know them from the old Altinn. Roles have been replaced by access packages. These consist of powers of attorney for forms and services within one area, for example "Health services" and "Waste management".

This means you must obtain power of attorney for one or more access packages in order to use and access services in the new Altinn.

How do I get powers of attorney? 

The access manager or main administrator in the organisation grants powers of attorney for access packages.

If you do not have access to the services or access packages you need, you can request power of attorney yourself in Altinn. The access manager or main administrator in the organisation receives your request and can approve it.

How long do I have access via Altinn roles? 

The old Altinn roles are valid until the end of 2026, but you can no longer give or receive new roles.

Which access packages should I grant?

Powers of attorney that were previously part of a role are now distributed across multiple access packages. An access package provides more precise powers of attorney than roles did.

Use the power of attorney overview under Access Management to search for access packages. Consider which services different individuals and organisations need access to, and find out which of the new access packages these services belong to.

Who can manage powers of attorney and access?

If you hold a key role registered in the Register of Legal Entities (Enhetsregisteret) – for example managing director or chair of the board – you can manage powers of attorney and access in Altinn.

Below you will find the access packages that give you the right to control who should have powers of attorney and access in your organisation. Please note that these packages only provide access to administration – not to the services or professional systems themselves.

1. Main administrator

Provides access to manage all powers of attorney and access for the organisation. You can assign all access packages except Main administrator to yourself and others.

  • Partner with shared liability

2. Client administrator

Used to grant powers of attorney and access on behalf of clients. Please note: Altinn automatically deletes the powers of attorney and access if the client relationship ends.

  • Partner with unlimited liability

3. Access management

Provides access to delegate powers of attorney and access for the organisation, but only for services you hold access rights to yourself.

4. Access manager for individual messages, forms and dialogues

Provides access to share powers of attorney and access to individual messages, forms and dialogues in the inbox – only for those you hold powers of attorney and access to yourself.

5. Maskinporten administrator

Provides access to manage powers of attorney and access to Maskinporten scopes. Typically used by IT departments or system suppliers.

You do not need to do everything yourself

The managing director and chair of the board can delegate the access packages to, for example, an IT manager, accountant or administrative support. The person who receives the access rights can then carry out the same administrative tasks on behalf of the organisation.
