About system access

What is system access?

System access gives you, as an end user, the ability to use a specialised system — for example an accounting or HR system — to retrieve and submit data to public services via Altinn, on behalf of your own organisation or your clients.

You can use system access either for your own organisation or to carry out tasks on behalf of others. Which type of system access you need depends on whether you report only for yourself, or also for clients, such as an accountant.
For this, you use a system access, which is a technical user connected to the system. The system access has the necessary authorisations to carry out tasks in Altinn, without you needing to log in manually each time.
We have two types of system access:

  • System access for your own organisation: Used when you report only for your own organisation, for example by submitting an A-melding (payroll report) or VAT return from an internal system.

  • System access for clients: Used when you report on behalf of others, such as an accountant. In this case, the clients must grant you the necessary authorisations via Altinn.

Note: You can also add your own organisation to a system access for clients. This is only possible for system accesses that have access packages other than the Accountant and Auditor packages.
