Altinn alternative log-in methods
If you do not have a Norwegian national identity number or D number, you can sign in using an email address that you have chosen yourself and have access to. This is the only way to sign in without a national identity number or D number. If you have previously used Altinn Login, you will not automatically see the same messages in your inbox when you sign in using Email Login. If you want access to the history from your previous Altinn Login, you can link it to a new Email Login account. See the section below for more information.
Email login
Email login is the new way to sign in to Altinn for users who do not have a Norwegian national identity number or D-number.
If you are creating a new user, you must choose: Email login.
How to sign in using your email address:
Select Log in → International → Email login
Enter your email address and select Next.
Check your email. You will receive a one-time code.
Enter the one-time code on the page to confirm the sign-in, then select Confirm.
Have you previously used Altinn Login?
You can link your old Altinn Login account to your new Email Login account. This gives you access to messages and forms that you have previously received or submitted.

How to link your accounts
Sign in with Email Login.
Start the account linking process.
Click the information box in your inbox, or
Go to Your profile and select Add account.
Read the information and select Continue.
Sign in to your old Altinn Login account.
Enter the username and password for your old Altinn Login account.
Access your history.
Return to your inbox.
Select your old account from the actor list, or use the All persons filter to view messages and forms from both accounts.
