Grant power of attorney for access packages

To grant power of attorney for access packages, you must be an access manager in the business and hold the access packages you want to grant power of attorney for yourself.

This guide shows how to grant power of attorney for your own business or for yourself as a private individual. If you need to manage access to clients via access packages, use client administration instead.

How to do it

To get started, you must be logged in and representing the party you want to grant access packages for.

  1. Go to Access management in the main menu.

  2. Select Users.

  3. Find and select the relevant user from the list.

  4. Select Access packages.

  5. Click Give power of attorney.

  6. Select the desired category to see available packages.

  7. Click Give power of attorney next to the access package you want to share.

You can grant several powers of attorney in the same process. A green confirmation will be shown at the bottom of the screen when the power of attorney has been granted.

Request powers of attorney to access packages

You can request powers of attorney and access when you need to carry out tasks on behalf of others, are missing powers of attorney and access to an access package or a specific service, message, form or dialogue, or when you want an organisation or person to grant you the necessary powers of attorney and access.

How to do this

  1. Select yourself as the actor.

  2. Go to Menu and select Access management.

  3. Click Powers of attorney from others in the left-hand menu.

  4. Click the person or organisation you want powers of attorney and access from.

  5. Select Access packages.

  6. Click Request powers of attorney.

  7. Search the list for the correct access package.

  8. Click Request powers of attorney to the right of the access package.

A green confirmation appears at the bottom of the screen when the request has been sent.

Give powers of attorney and access to individual services

To give powers of attorney and access to individual services, you must be a main administrator, or an access manager who already holds the individual services you want to grant. You may hold this access directly, or have received it through an access package.

Only the main administrator can grant powers of attorney and access to certain services – those included in the Explicit service delegation access package.

How to find the user

  1. Select the actor you want to give access on behalf of.

  2. Go to Access management and select Users.

  3. Find the person in the list. If the person is not listed, click New user and register their national identity number or D-number and surname.

  4. Click the name of the user who should receive the access.

  5. Select Single services.

How to grant the access

  1. Click Give power of attorney.

  2. Search the list to find the correct service. You can sort by agency to filter the service list.

  3. Click the name of the service to see more information and options.

  4. Select which actions the access should apply to – for example read, write or sign.

  5. Check that only the necessary actions are selected.

  6. Click Give power of attorney on the right when you have finished your selections.

You will receive a confirmation once the access has been registered. The access now appears in the user's list of active rights.

Request power of attorney and access to individual services

You can request powers of attorney and access when you need to carry out tasks on behalf of others, are missing powers of attorney and access to an access package or a specific service, message, form or dialogue, or when you want an organisation or person to grant you the necessary powers of attorney and access.

How to do this

  1. Select yourself as the actor.

  2. Go to Menu and select Access management.

  3. Click Power of attorney from others in the left-hand menu.

  4. Click the person or organisation you want powers of attorney and access from.

  5. Select Single services.

  6. Click Request single service.

  7. Search the list for the correct service. You can also filter by agency.

  8. Click Request power of attorney to the right of the service.

You will receive a confirmation once the request has been sent.

Set up system access for your own organisation in Altinn

Use this function when you represent yourself and your own organisation. To set up system access, you must be an access manager in the organisation and hold the powers of attorney and access the system access requires.

First, check whether you can set up the system access directly from your professional system. Only use Altinn if this is not possible in the professional system.

If you are an accountant, auditor, or submit on behalf of several legal entities, you cannot set up system access for your clients here – this must be done in the professional system. Afterwards, you can manage your clients in Altinn.

How to do this

  1. Log in to Altinn, select the organisation you want to represent, and go to System access.

  2. Click Create new system access.

  3. Find and select the professional system you want to set up access for.

  4. Click Continue. You will now see an overview of which services the professional system will have powers of attorney and access to. This determines which data the system can read or submit.

  5. Click Create system access. It may take up to five minutes before the connection is active.

Can't find the professional system in the list? Contact the system supplier and ask them to register as a system supplier in Altinn.

Approve system access in Altinn

To approve a system access request, you must be an access manager in the organisation and hold the powers of attorney and access requested.

When a professional system requests power of attorney and access, it specifies which access packages it needs. Your task is to review and confirm these. This is the most common way to connect a professional system and an organisation, since the request usually starts directly in the system you use.

How to do this

  1. Click the link you received from the professional system to log in and approve in Altinn.

  2. Review the list of access packages the professional system is requesting power of attorney and access to. Check that the request comes from a supplier you recognise, and that the access is correct for the purpose.

  3. Click Approve if everything looks correct.

The system access now becomes active, and the professional system can begin exchanging data with Altinn on behalf of the organisation. It may take up to five minutes before the connection is active.

Don't have the necessary access to approve?

If you are not an access manager with the required powers of attorney and access, you can forward the request internally within the organisation:

  1. Click Yes, forward within the request.

  2. You can now safely close your browser.

Please let the managing director or an access manager with the necessary powers of attorney and access know that the request is listed under System access in Altinn.

Managing clients under system access

To manage clients, the system access must already have been set up via the professional system. You must hold the role of Client administrator or Managing director in the organisation – for example in an accounting firm.

How to add a client

  1. Select the organisation you want to manage clients for.

  2. Go to Access management and select System access in the menu.

  3. Click the system access you want to make changes to.

  4. Click Add client or remove client.

  5. Select the client from the list. The list shows clients registered to the organisation in the Register of Legal Entities, or that have given the organisation power of attorney and access in Altinn.

  6. Click Add to system access on the right.

You will receive a confirmation once the client has been added. It is only when the client is added that the necessary access packages are delegated and the system can be used on behalf of the client.

How to remove a client

  1. Select the organisation you want to manage clients for.

  2. Go to Access management and select System access in the menu.

  3. Click the system access you want to make changes to.

  4. Click Add client or remove client.

  5. Select the client from the list.

  6. Click Remove from system access on the right.

You will receive a confirmation once the client has been removed. The system will then lose access to act on behalf of this client

Give power of attorney to API in Altinn

To give power of attorney to an API, you must hold the Maskinporten administrator access package, as well as at least one of the access packages under the access area Integrations. You can find your power of attorney overview under Access management, then Powers of attorney.

How to do this

  1. Go to Access management and select Maskinporten administration.

  2. Click Add supplier.

  3. Enter the organisation number of the supplier.

  4. Select which APIs the supplier should have power of attorney to.

  5. Click Give power of attorney.

You can give power of attorney to several APIs in the same process.

Link your Altinn login user and Email login user

You can link your old Altinn login user to your Email login user. This gives you access to previous messages and forms in your inbox.

How to do this

  1. Log in with Email login.

  2. Start the linking process in one of two ways:

    • Click the information box in the inbox, or

    • Go to Your profile and select Add account.

  3. Read the information and click Continue.

  4. Enter the username and password for your old Altinn login user.

  5. Go back to the inbox.

  6. Select the old user in the actor list, or use the All persons filter to see messages and forms from both users.

Forgotten the password for your old user? Click Forgotten password in the login screen to reset it.
