All businesses that offer package travel or linked travel arrangements must provide a travel guarantee. This also applies to businesses that are not established in Norway, as long as their activities are directed at the Norwegian market.

The travel guarantee scheme is a statutory requirement. The Norwegian Travel Guarantee Fund administers the travel guarantee scheme in Norway.

Travel guarantee means a guarantee issued by a bank or insurance company in favour of the Norwegian Travel Guarantee Fund. When demanded to do so, the bank or insurance company shall commit to pay to the Norwegian Travel Guarantee Fund an amount limited to the face value of the guarantee. The Norwegian Travel Guarantee Fund may also accept other satisfactory security.

The travel guarantee shall be sufficient to cover the trader's guarantee-liable turnover at all times.

Fee:

An annual fee must be paid to the Norwegian Travel Guarantee Fund.

Decisions concerning the travel guarantee (both with regard to the obligation to be a member and the amount of the guarantee) can be appealed to the Ministry of Children and Families.
