All industry enterprises that engage in activity that may entail a risk of pollution.

The guide to the application will state which, if any, enclosures are required.

Industry enterprises etc. that engage in activity that may entail a risk of pollution must hold an emission permit (licence) pursuant to the Pollution Control Act.
The Norwegian Environment Agency considers and decides applications for emission permits from most such enterprises, except for certain industries for which decision-making powers have been delegated to the county governors.

Application forms and guidance concerning the content of the application are available from the Norwegian Environment Agency, or from the county governors in cases where they have decision-making power. Special rules apply to the establishment of asphalt plants. The county governors will inform applicants of these rules.
