Licence for the collection, receipt and destruction of explosives, ammunition and pyrotechnic goods

Any enterprise collecting, receiving and destructing explosives, ammunition or pyrotechnic goods are required to have a license from the Directorate for Civil Protection (DSB). Here, you will find information on how to apply and the requirements that must be met in order to obtain permission.

About this form

The enterprise must document required knowledge of the relevant explosives, ammunition or pyrotechnic goods that shall be destroyed.

If the enterprise does not have a permit to store explosives or pyrotechnic goods, and this is relevant, an application for permit to store explosives must be submitted with the application for a license for destruction. The local municipalities process applications for storing pyrotechnic goods with a net explosive content (NEI) of up to 500 kg. The DSB process applications for larger quantities, and for storing explosives. The Police process applications for license to store ammunition.

The enterprise must attach an ordinary criminal records certificate for the person who is to destroy explosives or ammunition on behalf of the enterprise. The certificate cannot be older than three months.

Criteria/conditions:

The person handeling the explosives, ammunition or pyrotechnic goods on behalf of the enterprise must be 18 years old or more, suited and adequately qualified in order to meet the requirement for safe handling.

The enterprise is required to have a permit to store explosives or pyrotechnic goods, or have an agreement to rent storage.

Remarks:

The license for the collection, receipt and destruction does not always apply to all types of explosives, ammunition or pyrotechnic goods, but can be limited to specific types within each category. The license will specify the types of explosives, ammunition or pyrotechnic goods for which it applies.

The enterprise must send the application to DSB, with a description of the qualifications, the intended procedure for destruction and a description of the site where the destruction shall take place. Information must also be provided about what type of explosives, ammunition or pyrotechnic goods the application for a destruction license concerns.

Case processing deadlines:

The Directorate for Civil Protection and Emergency Planning shall confirm receipt of your application within one month after its reception and provide information on any missing documents or deficiencies in the application.
The DSB shall have completed the processing of the application within three months after a complete application was submitted.

Fee:

The Directorate for Civil Protection and Emergency Planning does not charge a fee for processing an application for authorisation.

Right of appeal:

When the Directorate for Civil Protection and Emergency Planning has made a decision, you have the opportunity to appeal this decision according to the rules in the Public Administration Act, Chapter VI.
