If you have a foreign education or professional qualification and wish to practice your profession in Norway, you generally need approval or authorisation. You will find information about documentation requirements, the application process and regulations here. The competent authority will assess whether you meet the requirements to practice the profession and use the professional title in Norway. If you intend to establish in Norway and work permanently in your chosen profession, the rules below apply to you. However, if you wish to work in Norway for shorter periods of time within your chosen profession, the rules for temporary provision of services apply.

If you wish to practice your regulated profession as a authorised rock blaster or authorised rock blaster advisor in Norway, you must submit an application to the Norwegian Directorate for Civil Protection (DSB) before you can practice this profession in Norway. The same applies if you are a technical blasting adviser, certified pyrotechnician or certified stage pyrotechnician from your home country. The professional should use this form. Please submit your application to the Norwegian Directorate for Civil Protection (DSB).

Establishment:

If you wish to establish yourself or work permanently in Norway within your profession, you must apply for recognition from the competent authority before you can practice this profession in Norway.

Temporary provision of services:

You can work temporarily in this profession if you are already legally established in an EEA country or Switzerland and can practice the same profession in that country. To be able to work in this profession temporarily in Norway, you must submit a prior declaration to the competent authority.This is because the practice of the profession may have imminent and serious implications for safety and health of the service recipient, and the competent authority need to be able to verify that you are qualified to practice the profession before you start working.

The competent authority will assess whether they will allow professional practice without further scrutiny or conduct further scrutiny of your professional qualifications.

Establishment and temporary provision of services:

  • Copy of passport or other proof of identity and nationality
  • Copy of a valid certificate showing that you are a legally established professional in another EEA state or Switzerland.
  • Confirmation from the authority that issued your certificate that the certificate is valid and have not been withdrawn at the time of application.
  • Curriculum Vitae (CV).
  • Original transcript of police certificate of conduct from the country where you have practiced your profession that is no older than three months. This only applies to applications for authorised rock blaster and authorised rock blaster adviser.
  • Information about the educational program for the regulated profession in the state where you obtained your professional qualifications, including the name of the educational institution, length of the studies, descriptions of courses, training, etc.
  • Details about the requirements for obtaining the certificate for the regulated profession, what the certificate authorizes you to do, and contact information for the issuing authority.
  • Information about the duration and nature of the service you plan to perform in Norway, including the name of the employer, project title, etc.
  • Copy of diploma, if no certificate is issued for the profession in your home country
