All amusement installations must apply for an operating permit from the Norwegian Railway Authority before they can commence operations.
Anyone who wishes to construct a new or change an existing amusement installation.

Submit an application well before the scheduled start-up. The processing time can be up to four weeks from when the application with adequate documentation has been received.
The Norwegian Railway Authority will assess the application that has been received and may ask the applicant for additional information. If necessary, an inspection of the amusement installation will be conducted before the permit is granted.
Appeals of individual decisions handed down by the Norwegian Railway Authority pursuant to the Regulations relating to amusement installations will be decided by the Ministry of Local Government and Modernisation.
Fee:
The party that applies for an operating permit for an amusement installation must pay a fee. The application fee for an operating permit will cover the Norwegian Railway Authority's costs associated with processing the application. In addition, anyone with an operating permit for amusement installations as of 1 January must p
ay an annual fee per amusement installation.
