CEMT Application

All Norwegian transporters with the right to operate international freight transport services can apply for an ECMT (also known as CEMT) permit. However, a community license is sufficient within the EEA. The validity period of an ECMT permit is 1 year - from 1 January to 31. December each year.

Norwegian transporters that wish to apply for an ECMT permit.

An ECMT permit grants the right to operate international freight transport services on roads between two or more countries that are members of the International Transport Forum (ITF), formerly known as the European Conference of Ministers of Transport (ECMT). It does not permit transport assignments between two locations in another member state (cabotage).

Norway has a limited quota of ECMT permits. Do not submit an application if there will be no transportation to any country outside the EEA.


The following allocation criteria apply to ECMT permits:

1. The applicant must hold a community license.

2. If there are a large number of applicants, we will have to select those who will have their applications for an ECMT permit approved.

The following will be of importance:

  • The applicant's driving pattern. If the permit is to be used in the EEA only, a Community license is sufficient. If the transport will only take place between Norway and one other country, it will be sufficient to use single-trip permits for this transport. For this reason you should take care in listing the countries to which transport will take place.
  • Whether the permit will be effectively used throughout its period of validity.
  • Previous use of the permit, based on submitted pages of the driving logs.
