The form is used in connection with applications for:
•Approval of vehicle repair shops, tacograph repair shop alcohol interlock repair shop and regulatory body
•Special work permits for specific types of work on vehicles
The following documentation shall be enclosed with the application:
The applicant must be able to document that designated persons have the required qualifications and practice. The requirements for what must be documented are also described in the information about the approvals on this page. It must also be documented that premises, tools and equipment meet the requirements of the regulations.
Vehicle repair shops:
Those who are to perform approved work on specific parts of vehicles (such as brakes, steering systems, structural components, drivetrain, suspension, wheel equipment, engine, lighting systems, etc.) must obtain approval from the Public Roads Administration. To obtain approval as a vehicle repair shop, the business must document having approved facilities, necessary equipment and a quality management system for repair shop operations. Additionally, the establishment must have a technical manager and a deputy, both of whom must obtain personal approval from the Public Roads Administration.
Tachographs and associated components on vehicles:
Businesses intending to provide services related to tachographs and associated components on vehicles must obtain approval from the Public Roads Administration. To be approved as a tachograph repair shop, the business must provide documentation of approved premises, necessary equipment, and a quality management system for repair shop operations. Additionally, the establishment must have a responsible manager and deputy who meet the competency requirements for work on tachographs.
Businesses intending to offer services on alcohol interlock systems:
Businesses intending to offer services on alcohol interlock systems for minibuses and buses used for passenger transport in exchange for a fee must obtain approval as an alcohol interlock repair shop. To gain approval as an alcohol interlock repair shop, the business must document having approved premises, necessary equipment, and a quality management system for repair shop operations. Additionally, the establishment must have a responsible manager and deputy who meet the competency requirements for work on alcohol interlock systems.
Approval as a regulatory body:
To be approved as a regulatory body, the business must provide documentation that premises and technical equipment have the necessary permits. To gain approval as a regulatory body, the establishment must also have an approved technical manager and deputy. Both the technical manager, deputy, and inspectors conducting periodic inspections must obtain personal approval as inspectors.

Special work permits for specific types of work on vehicles:
The Public Roads Administration may issue special work permits for specific types of work on vehicles if the business can demonstrate the prerequisites for carrying out such work

Case processing deadlines:
For applications for approval of vehicle repair shops, special work permits, tachograph workshops, alcohol interlock workshops, and regulatory bodies, the application should be processed within one month. The processing time starts from the moment the Public Roads Administration receives all the necessary documentation in the case. If it is not possible to process the case within one month, the Public Roads Administration shall provide the applicant with a preliminary message containing information about when the case can be expected to be completed
Right of Appeal:
There is a right to appeal decisions regarding approvals. The applicant has the right to appeal decisions made by the Public Roads Administration according to the provisions of the Public Administration Act.
