Approval of driving schools
To run a driving school, you need an approval from the Norwegian Public Roads Administration. You can apply for approval as driving school and instructor, or approval for providing Traffic Course in public school.

No attachments are required. If additional documentation is needed, you will be contacted.
The application form is submitted to the relevant regional office where the driving school is to be established. If the application is for approval as course instructor for class S (snowmobile), the application is submitted to Region North.
Fee:
The Norwegian Public Roads Administration requires a fee for processing the application for approval as a driving school, cf. Regulations on fees for services performed by the Norwegian Public Roads Administration in the traffic and vehicle area § 10-1, and the Regulations on traffic education § 5-14. The fee must be paid even if your application is rejected.
Case processing deadlines:
The approval authority must acknowledge receipt of your application within one month after it has been received, and inform you of any missing documents or deficiencies in the application. The approval authority must have processed the application within one month after the application was complete.
Right of appeal:
Once the approval authority has made a decision, you have the right to appeal this decision according to the rules in Chapter VI of the Public Administration Act.
