Criteria/conditions:

The granting of a licence is conditional on prior registration in the Register of Business Enterprises.

Send the application with attachments by mail or email to the police in the district where the company has its registered business address, i.e., the address registered in the Register of Business Enterprises.

Remarks:

Any previous convictions/fines may influence the outcome of your licence application. It should be noted that all actions giving reason to fear misuse of a second-hand dealer's permit are taken into consideration. 

Regardless of the circumstances, your application for a licence will be rejected if you have been convicted of/fined for robbery, theft, handling offence etc. during the past two years. The police can provide an advance assessment of the applicant's record of conduct.

Fee:

The processing of applications for a second-hand dealer's permit is free of charge.

Case processing deadlines:

You will receive a preliminary response to your application within four weeks. The application for a second-hand dealer's permit should be processed within eight weeks.

Right of appeal:

You have the right to appeal the decision within three weeks from the date of receiving the response. The complaint should be sent by regular post to the police district that processed the application. An overview of the police districts and their addresses can be found on politi.no.
