Licence for security guard activities

Anyone who intends to establish a company that engages in commercial security guard services and own security.

A license from the police is required in order to engage in commercial security guard services or own security. This license can be issued to companies, sole traders or administrative bodies.

Commercial security guard services are understood as being:

activities that involve carrying out security guard services in return for payment.

By own security is meant:

• security guard services for own private property and own state and municipal properties, with adjacent buildings and employees, as long as the security is carried out by the enterprise's own employees.

By security guard services is meant:
services whereby, by employment of personnel, TV monitoring, electronic monitoring or in other ways:

• surveillance is performed of private areas or of areas accessible to the general public,
• control services are performed,
• guarded transport of valuables is performed,
• security escort services are performed, or
• alarm signals are received from assault alarms or burglar alarms or security checks in response to such signals by agreement, or
• training in security guard services is carried out.

• Good conduct is required in order to obtain authorisation to establish a company that provides security guard services. Security guards and others who have duties involving security guard services must satisfy the requirement for good conduct. The requirement for good conduct also applies for anyone with influence over the enterprise's activities. The police may require an exhaustive and expanded police certificate of good conduct.

  Fee:

  You will receive an invoice with a processing fee from the police district that processes your application. The application will not be processed until the fee is paid.

  Right to appeal:

  The decision, or lack of decision, can be appealed to the Ministry of Justice and Public Security.
