Licence for organisation and operation of a marketplace for electric energy trading

A concession is required in order to organise or run a marketplace for the sale of electrical energy. In Norway, Nord Pool AS and EPEX SPOT SE are the holders of the marketplace concessions.

Pursuant to the Energy Act Section 4-5, a licence is required in order to organise and operate a marketplace for electric energy trading. The marketplace for trading in electric energy is part of the energy market infrastructure. The market place licence is currently held by Nord Pool AS and EPEX SPOT SE. Please address any questions relating to the organised marketplace licence scheme to the Norwegian Directorate of Water Resources and Energy.

Fee:

No fee has been set for applications for a license.

Processing time:

The processing time will depend on the scope and complexity of the case.

Right to appeal:

Decisions made by the Norwegian Water Resources and Energy Directorate (NVE) are individual administrative decisions and may be appealed in accordance with the Public Administration Act. The deadline for appeal is three weeks.
