License to construct and operate district heating plant
Anyone that intends to construct and operate a district heating plant must have a license from the Norwegian Water Resources and Energy Directorate (NVE).

The purpose of having licensing procedures for district heating plants is to ensure that the district heating plants that are constructed are socially rational and have environmentally acceptable solutions.
