Technical manager of vehicle inspection centre
If you have a foreign education or professional qualification and wish to practice your profession in Norway, you generally need approval or authorization. You will find information about documentation requirements, the application process and regulations here. The competent authority will assess whether you meet the requirements to practice the profession and use the professional title in Norway. If you intend to establish in Norway and work permanently in your chosen profession, the rules below apply to you. However, if you wish to work in Norway for shorter periods of time within your chosen profession, the rules for temporary provision of services apply.
The application must be submitted by an individual who has worked as an inspector and carried out periodic inspections of vehicles equivalent to the checks required under Directive 2014/45(EU).

Establishment:
If you wish to establish yourself or work for an extended period in Norway within your profession, you must apply for recognition from the competent recognition authority before you can practice this profession in Norway.
Temporary provision of services:
You can work temporarily in this profession if you are already legally established in an EEA country or Switzerland and are allowed to practice the same profession in that country. To work temporarily in this profession in Norway, you must submit a prior notification to the approval authority.
Documentation requirements for applications for establishment and temporary provision of services:
- Proof of identity and nationality
- Information on which approval category you are applying for: light vehicles, heavy vehicles, or tractor
- Certified copy of a qualification certificate issued by the competent authority in another EEA state or Switzerland, or other documentation of your professional qualifications
- Proof from the competent authority that you have not been temporarily or permanently deprived of the right to practice the profession
When your professional qualifications have been approved, you must provide documentation that you meet the national requirement for good conduct by submitting an ordinary Norwegian police certificate.
Comments:
The Norwegian Public Roads Administration's regional office may demand further documentation and translation of documents if necessary.
Approval by the Norwegian Public Roads Administration as a technical manager for vehicle inspection also entails approval as an inspector at an authorized inspection body for periodic inspections in the same category as the technical manager's vehicle inspections.
Approval as a technical manager is personal and therefore linked to secure identification. To be associated with an inspection body, you must register in the Norwegian Public Roads Administration's register when practicing the profession, using a Norwegian national identity number or D-number and an electronic ID such as BankID, Buypass, or Commfides.
Language requirements:
No. Norwegian language skills are not a prerequisite for the recognition of professional qualification as such. It is expected that the professional has the language skills in Norwegian that are necessary to practice the regulated profession in Norway.
Criteria/conditions for recognition:
The statutory qualification requirements related to the practice of the profession are stipulated in the Regulations relating to vehicle repair shops and Regulations relating to periodic roadworthiness tests for motor vehicles and their trailers, the Regulations relating to training for periodic roadworthiness tests, and the Road Traffic Act.
The statutory requirements for being entitled to recognition of professional qualifications from abroad are stipulated in the Act on the Recognition of Professional Qualifications (Professional Qualifications Act) and the Regulation on the Recognition of Professional Qualifications (Professional Qualifications Regulation).
In addition, there are national regulations related to good repute demonstrate by an ordinary police certificate.
Case processing deadlines:
Establishment:
The competent authority must acknowledge receipt of your application within one month of receiving it and inform you of any missing or incomplete documentation.
Following the submission of a complete application, the competent authority should complete processing your application within three months.
Temporary provision of services:
The applicant must submit a prior declaration to the competent authority before practicing the profession.
Fees:
The Norwegian Public Roads Administration charges a fee for processing applications for approval as a technical manager. If you apply for approval to practice the profession based on your professional qualifications, you will be charged a fee of NOK 5920 for processing. The fee must be paid even if your application is rejected.
The invoice for the fee will be sent separately.
Right of appeal:
If you are not satisfied with the outcome of the decision, you may appeal in writing, pursuant to Chapter VI of the Public Administration Act. If your application is processed in accordance with
the Professional Qualifications Act, the right of appeal also applies if the competent authority has exceeded the case processing deadlines (see Case processing deadlines above).
