Parking enforcement officer

If you have a foreign education or professional qualification and wish to practice your profession in Norway, you may need approval. Here you will find information about documentation requirements, the application process, and regulations. The competent authority will assess whether you meet the requirements to practice the profession and use the professional title in Norway. 

If you intend to establish in Norway and work permanently in your chosen profession, the rules below apply to you. However, if you wish to work in Norway for shorter periods of time within your chosen profession, the rules for temporary provision of services apply.

Who should use this form?

If you are employed by a business/employer, they can submit an application on your behalf if you are going to establish yourself permanently.

You can send a prior declaration yourself, according to the conditions stated in Parkeringsforskriften § 10. 

The application can be sent by post to the Norwegian Public Roads Administration.

Should I apply for recognition by establishment or temporary provision of services?

Establishment:

If you wish to establish yourself or work permanently in Norway within your profession, you must apply for approval from the responsible authority before you can practice this profession in Norway.

Temporary provision of services:

You can work temporarily in this profession if you are already legally established in an EEA country or Switzerland and can practice the same profession in that country. To be able to work in this profession temporarily in Norway, you must submit a prior declaration to the competent authority.

What should I attach?

For establishment:

  • Information about what the applicant wishes to achieve with the application.
  • Certified copy of the qualification certificate issued by the responsible authority in another EEA state or Switzerland.
  • Confirmation of relevant professional experience.

Notes:
The Norwegian Public Roads Administration may require additional documentation and translation of the main documents if necessary.

For temporary service provision:
For temporary service provision, a prior declaration must be submitted. In addition to this, the following must be submitted:

  1. Proof of identity and nationality,
  2. Confirmation that the professional is legally established in another EEA state or Switzerland and has the right to work in that state,
  3. Proof of professional qualifications or confirmation that the professional has worked for at least one year in the last ten years in the establishment state if neither the profession nor the education is regulated there.

The business you work for is responsible for ensuring that the requirements for conducting parking control and imposing fees/penalties are met, cf. forskrift om vilkårsparkering for allmennheten og håndheving av private parkeringsreguleringer (parkeringsforskriften) av 18. mars 2016 nr. 206 kap. 2 and/or forskrift om offentlig parkeringsgebyr av 18. mars 2016 nr. 261 § 3.

Language requirements:
There are no language requirements for approval. However, it is expected that the professional has the necessary Norwegian language skills to practice the regulated profession in Norway.

Criteria/conditions for recognition: 

The statutory qualification requirements related to the practice of the profession are stated in the regulations, cf. Forskrift om vilkårsparkering for allmennheten og håndheving av private parkeringsreguleringer (parkeringsforskriften) and/or forskrift om offentlig parkeringsgebyr.

The statutory requirements for being entitled to recognition of professional qualification from abroad are stipulated in the Act on the Recognition of Professional Qualifications (Professional Qualifications Act) and the Regulation on the Recognition of Professional Qualifications (Professional Qualifications Regulation).

Case processing deadlines:

Establishment:

The competent authority must acknowledge receipt of your application within 1 month of receipt and inform you of any missing documents.

Following the submission of a complete application, the competent authority should complete processing your application within three months.

Temporary provision of services:

The profession can be practiced after the prior declaration with additions as mentioned above, has been submitted.

Fees:

The Norwegian Public Roads Administration does not charge a fee for processing applications for recognition or the submission of a prior declaration.

Right of appeal:

If you are not satisfied with the outcome of the decision, you may appeal in writing, pursuant to Chapter VI of the Public Administration Act. If your application is processed in accordance with the Professional Qualifications Act, the right of appeal also applies if the competent authority has exceeded the case processing deadlines (see Case processing deadlines above).
