Applications for certificates must be sent to the Norwegian Maritime Authority.
All fishing and whaling/sealing vessels larger than 10.67 metres in length.

Trading certificates and vessel instructions for fishing and whaling/sealing vessels are issued by the Norwegian Maritime Authority.
Trading certificates:
Trading certificates are required for fishing and whaling/sealing vessels with an overall length of 15 metres or more. Trading certificates for ice-covered waters shall not be issued to vessels with an overall length of less than 24 metres.
Vessel instructions:
Vessel instructions are required for fishing and whaling/sealing vessels with an overall length of 10.67 metres of more, but less than 15 metres. Vessel instructions shall not be issued for bigger trade areas than bank fishing II.
Inspection:
The vessel shall be subject to an extensive inspection of, among other things, the hull and rigging with pertaining equipment, safety equipment, machinery, boilers, furnishing and fittings, equipment and crew.
Whether the vessel is classified or not decides who shall carry out all or parts of the inspection. Inspections of fishing vessels with an overall length of between 10.67 and 15 metres can be carried out by an 'Approved enterprise'.

A trading certificate is valid for up to four years.
The vessel instructions are valid for up to 30 months.
Purpose
The purpose of the trading and safety certificate scheme for fishing and whaling/sealing vessels is to safeguard life and health, the environment and material assets.
