The scheme concerns formal requirements, permits and authorisations relating to personnel certificates and training requirements in shipping.
As shipping is in principle a free industry, licences/permits in the strict sense are not granted. Many specific requirements apply to the crew, vessel and the operations themselves, however.
Requirements of the applicant:
Approval that the requirements have been met mainly takes the form of certification. The specification requirements are described in detail in the Regulations relating to Qualifications etc. for Seafarers.

The scheme is subject to a fee in accordance with the Regulations relating to Fees for the Issuing of Certificates and Endorsements to Maritime Personnel and to the issuing of Certificates of Boatmanship to Boat Drivers.
Purpose
All persons in positions on board for which a certificate is required shall hold certificates that are up to date in accordance with the requirements of the revised STCW95 Convention.
