Shipowning companies.

The following documentation must be enclosed with the form:

Confirmation that the shipmaster is from an EEA state
Confirmation that the carriage does not form part of a regular scheduled service.

Cargo ships registered in NIS (Norwegian International Ship Register), except vessels that fall under the scope of Regulations No 579 of 30 June 1987 concerning Special Trade Areas for Vessels and Mobile Offshore Units engaged in Petroleum Activity and Registered in the Norwegian International Ship Register, need a permit from the Norwegian Maritime Authority to carry cargo between Norwegian ports.

Ships that are covered by the Regulations concerning Extended Trade Areas for Cargo Ships Registered in the Norwegian International Ship Register, and that have a Norwegian shipmaster, may carry such cargo as they are specially built or equipped for between Norwegian ports when en route to or from a foreign port with cargo and the carriage does not form part of a regular scheduled service. It is a further condition that such carriage leads to rational utilisation of the tonnage available, and does not have undesirable consequences for ships registered in the ordinary ship register.

Consultation bodies:
The Norwegian Maritime Officers Association, the Norwegian Seafarers' Union, the Norwegian Union of Marine Engineers, the Norwegian Shipowners' Association, the Federation of Norwegian Coastal Shipping, and Fraktefartøyenes Rederiforening (the Cargo vessels shipowners' association) have a two-week deadline for responding, or less in special cases.
Regulations No 818 of 16 August 1989 concerning the implementation of the Regulations concerning Extended Trade Areas for Cargo Ships Registered in the Norwegian International Ship Register.

The following main groups of ships can fall under the application provision of the above-mentioned Regulations:

- gas/chemical tankers
- freezer vessels
- container vessels
- cement tankers
- asphalt tankers
- RORO vessels with special equipment.

Ordinary cargo ships and bulk carriers, on the other hand, are not deemed to fall under the scope of the Regulations.

Requirements of the applicant:

The shipowning company should submit the notification to the Norwegian Maritime Authority using form KS-0105B.
The vessel's shipmaster must be an EEA national.
The ship must be able to carry such cargo as it is specially built or equipped for between Norwegian ports when en route to or from a foreign port with cargo and this does not form part of a regular scheduled service.
The carriage must lead to rational utilisation of the tonnage available.
The carriage must not have undesirable consequences for ships registered in the ordinary ship register.
The Norwegian Maritime Authority must have given notification that the ship is on the list.
