Most people who move to Norway do not need to fill out this application form
It is normally sufficient that you contact a customs officer in the red zone and submit a declaration of importation of moving goods to Norwegian Customs when you arrive at the Norwegian border to undergo customs clearance. You can find the declaration for importation of moving goods here.

There are also some other situations where you may need to clarify, prior to the goods arriving at the Norwegian border, whether the goods can be imported duty-free as moving goods. This includes situations where the importation concerns special restricted goods, or goods with a particularly high commercial value. We recommend that you submit your application in good time before the moving goods arrive at the border for declaration.
This form is intended for private individuals who are applying for duty-free importation of moving goods to Norway on their own behalf. Alternatively, the form may be filled out and submitted by a freight forwarder or other person representing the person applying for the exemption. Anyone applying on behalf of another person must attach authorization from the person applying for the exemption. Lawyers do not need to attach authorization but must specify the name of their law firm.
Which documents you must/should upload and attach to your application will depend on the type(s) of goods you are applying to have approved as moving goods. When you fill out the application form, you will be provided with more detailed information about the types of documentation you need to attach.

1. Filling out
The filling-out step has seven parts. It is important to provide as much detail as possible when you fill out the form.
• In part 1, you are providing information about the applicant/contact information.
• In part 2, you are providing information about the goods you are applying to import duty-free to Norway as moving goods. In this part, you will also be providing information about any other goods you are bringing to Norway along with the moving goods.
• In part 3, you are providing information about the relocation process, as well as information about where the goods are currently located.
• In part 4, you are providing information about the quantity of moving goods and the manner of transport.
• In part 5, you are attaching documents to your application.
• In part 6, you can provide any additional information relevant to your application.
• In part 7, you are filling out a declaration.

3. Receipt
You will receive a receipt from Altinn with a reference number. You can find the receipt in your Altinn inbox under Archive. You use this reference number if you need to send further information/documentation. To submit new information in your case, use the form Existing case with Norwegian Customs.
