The purpose of the permit is to facilitate good access, safe passage and responsible use and management of the waters in accordance with general considerations and consideration for the fisheries industry and other industries.

Construction, excavation, filling and other measures that may impact on the safety or accessibility in the municipality's sea area require a permit from the municipality where the measure will be implemented. Measures include mooring installations, jetties, wharves, bridges, overhead lines, dredging, dumping, aquaculture facilities, lay-up of vessels, light sources, cables and pipes. Enquiries regarding this can be directed to the port authority in the municipality.
