Anyone intending to establish a levelled field must send an application to the relevant municipality for a permit to establish, operate and maintain a levelled field. An abbreviated application must be sent to the municipality before planning of the levelling work commences. Based on the abbreviated application, the municipality shall decide whether the relevant levelled field requires a permit.

The following documentation must be enclosed with the abbreviated application:
Maps showing the areas that will be affected by the levelled field. Important intervention on nature/the terrain, stream closures etc. should be marked on the map.

The purpose of the permit is to prevent, limit or stop pollution/erosion from levelled fields.
A permit is necessary to transport matter that pertains to an area that is at least 1 dekar (1,000m2) in size. This applies to both new facilities and existing facilities.
General:
The levelled field shall be arranged in such a manner that no pollution occurs, and that it complies with the "Technical guidelines for the establishment, operation and maintenance of levelled fields" established by the Ministry of Agriculture. The County Governor will monitor that the ministry's provisions are complied with, and may impose preventive, restrictive or suspensive measures.
