Applications must be sent to the Ministry of Transport and Communications.

All persons/enterprises that plan to build, own and operate public mobile communication networks.

Any provider that does not have significant market power pursuant to the Telecommunications Act Section 2-1 first paragraph, and that has been granted an exclusive licence by the telecommunications authority to use frequencies in the frequency bands 880-914/925-959 MHz, 1710-1785/1805-1880 MHz, 1900-1980 and 2110-2170 MHz, needs a permit from the Ministry of Transport and Communications in order to build, own or operate public telecommunication networks for leased line services or to offer public phone services.
The licence may be granted subject to conditions.

Purpose

The purpose of the licence is to ensure that national telecommunication needs are met by a licence obligation for providers that build, own or operate telecommunication networks that are important to society.
