Production licences

Anyone intending to engage in petroleum activities.

Requirements for documentation that must be enclosed can be found in Section 8 of the Regulations to the Act relating to Petroleum Activities.

A production license entails an exclusive right to survey, exploration drilling and production of petroleum deposits in areas covered by the license. The licensee becomes the owner of the petroleum which is produced.

Production licenses are normally awarded through licensing rounds, which involve the Ministry announcing certain geographic areas (blocks) that production licenses can be applied for.

Based on the applications that are received, production licenses are awarded to a group of companies. Licenses shall be awarded based on factual, objective, non-discriminatory and pre-announced criteria.

Fee: 

A fee must be paid to the State (Norwegian Petroleum Directorate) for the processing of each production license application.

State management and control of petroleum activities are ensured through an extensive set of rules in which licenses and approvals from the competent authority are necessary in all phases.
