Approval is required in order for an organisation to be able to collect and distribute fees for resale rights. Here, you will find information on how to apply and the requirements that must be met in order to obtain approval.

The applicant must provide relevant documentation to show that the representation requirement is met, e.g. authorisation from copyright holders.
Requirements for further documentation will be specified in connection with the processing of the application. The requirements for documentation may vary, and the Ministry of Culture and Equality will specify what documentation is required in each case.
Criteria/conditions:
In order to be granted approval, the applicant must represent copyright holders to works of art that fall under the scope of the rules on resale right and that are sold in Norway.
Fee:
There is no fee for processing the application.
Case processing deadlines:
The processing time may vary depending on the extent of the application. However, the processing time should not exceed 6 months after all necessary documentation has been submitted, cf. the regulation to the Copyright Act, § 33.
Right of appeal:
The decision from the Ministry of Culture and Equality is an individual decision that can be appealed according to the Public Administration Act §§ 28 and 29. The deadline for filing an appeal is three weeks.
