The applicant must provide relevant documentation demonstrating that the requirement for representation is met, such as authorisations from rights holders. Additionally, documentation indicating that the organisation is qualified to manage rights in the field, such as information about rights management systems, will be relevant to the application.
Requirements for additional documentation will be specified during the processing of the application. Documentation requirements may vary, and the Ministry of Culture and Equality will inform the applicant in each individual case about the necessary documentation.
Criteria/terms:
To be approved, the applicant must be an organisation representing a significant number of performing artists involved in sound recordings used in Norway, and be qualified to manage the rights in this field.

There is no fee for processing the application.
Case processing deadlines:
The processing time may vary depending on the extent of the application. However, the processing time should not exceed 6 months after all necessary documentation has been submitted, cf. the regulation to the Copyright Act, § 33.
Right of appeal:
The decision from the Ministry of Culture and Equality is an individual decision that can be appealed according to the Public Administration Act §§ 28 and 29. The deadline for filing an appeal is three weeks
