If you have acquired your professional qualifications abroad, you must obtain recognition of your qualifications from the Norwegian authorities in order to practice the profession in Norway. The competent authority will assess whether you meet the requirements to practice the profession and use the professional title in Norway. About this form

Applications can only be submitted by the professional/individual. 

  • Establishment: 
  •  
  • Certificate/diploma of passed education and, if relevant, authorisation documentation.
  • Documentation of date of birth and national ID number, and, if applicable, documentation of change of name and citizenship.
  • Documents that are not in English, Norwegian, Swedish or Danish must be translated into English or Norwegian. Translated documents must also be submitted in the original language.

Temporary provision of services: 

  • proof of identity and nationality
  • confirmation that the professional is legally established in another EEA state or Switzerland and that the person concerned has the right to work in the state
  • proof of professional qualifications
  • confirmation that the professional has worked for at least one year during the last ten years in the state of establishment, when neither the profession nor the education is regulated there

The responsible authority may require new documentation pursuant to the first paragraph if there are significant changes in the professional's previously submitted documentation.

 

The authorisation requirements apply to all Norwegian citizens and to citizens of countries outside the EEA area and Switzerland. For these, the requirements for education and practice etc. as mentioned in the Cadastral Act § 38 and the Cadastral Regulations chapter 14 a apply in full.

Citizens of the EEA or Switzerland may on further conditions, fulfil the requirements for obtaining an authorisation or temporary permit pursuant to the Professional Qualifications Act.

Language requirements:

Language test is not a requirement, but it is assumed that the professional has the language skills in Norwegian that are necessary to practice the statutory profession in Norway, cf. the Professional Qualifications Act § 15.

Language skills will often be necessary to carry out surveying business.

Criteria/conditions for recognition: 

The statutory qualification requirements related to the practice of the profession are stipulated in the Regulations relating to the Cadastral Act.

The statutory requirements for being entitled to recognition of professional qualification from abroad are stipulated in the Act on the Recognition of Professional Qualifications (Professional Qualifications Act) and the Regulation on the Recognition of Professional Qualifications (Professional Qualifications Regulation).

Case processing deadlines:

Establishment:
The competent authority must acknowledge receipt of your application within one month of receiving it and inform you of any missing or incomplete documentation.
 
Following the submission of a complete application, the competent authority should complete processing your application within three months. 

Temporary/occasional provision of service:

You can practice your profession any time after you have notified the competent authority and provided the necessary documents.

Fees:

The Norwegian Mapping Authority charges a fee of 5000 NOK for processing the application. There is no fee related to the prior notification in cases of temporary provision of services.  

The invoice will be sent to the person listed as the invoice recipient in the application form.

Right of appeal:

If you are not satisfied with the outcome of the decision, you may appeal in writing, pursuant to Chapter VI of the Public Administration Act. If your application is processed in accordance with the Professional Qualifications Act, the right of appeal also applies if the competent authority has exceeded the case processing deadlines (see Case processing deadlines above).
