The form must be used to notify the Norwegian Food Safety Authority of new and altered animal husbandry activities and to apply for authorization from the Norwegian Food Safety Authority to establish certain animal husbandry activities.

About this form

When establishing new animal husbandry activities that require authorization from the Norwegian Food Safety Authority or for which there is a duty to report.

In the event of changes to animal husbandry activities, for example, new buildings, significant changes to buildings, new forms of production or cessation of animal husbandry activities.

Duty to report hobby farming of poultry - the duty is triggered in certain instances in relation to the Avian influenza situation.

Any person that intends to keep the animals listed below must provide advance notice of this to the Norwegian Food Safety Authority:

  • Pigs
  • Cattle
  • Sheep and goats
  • Ostriches
  • More than 200 broilers, chickens or turkeys
  • More than 10 horses
  • Animal collection and open farm
  • The exhibition of animals, including zoos, aquariums and exhibiting animals for temporary events (NOTE! Circuses and zoos that will exhibit animals that are not listed in the Regulations relating to animal welfare when exhibiting animals must apply to the Norwegian Food Safety Authority for authorization. See below).
  • Temporary animal husbandry and animal husbandry for the sale of animals, including animal pensions and pet stores.

Changes in such animal husbandry activities, for example, erection of new buildings, significant changes to buildings, new forms of production, new species that will be exhibited or the cessation of animal husbandry activities must also be reported to the Norwegian Food Safety Authority as soon as possible. In the event of renovations or new buildings, such notice must be given before the building is used for animals.

For animal husbandry activities that require authorization, approval or certification from the Norwegian Food Safety Authority, the form must be submitted in sufficient time before such activities commence in order for the Norwegian Food Safety Authority to be able to process the application. Activities and other arrangements that require authorization, approval or certification cannot commence until the Norwegian Food Safety Authority has granted its permission to do so.

The following types of animal husbandry require authorization, approval or certification from the Norwegian Food Safety Authority:

  • Horse centre, training stable, horse pension and the sale of more than six horses a year.
  • Exhibiting animals at a circus.
  • Exhibiting animals at a zoo that are not listed in the Regulations relating to animal welfare.
  • Certified poultry business.
  • Breeding activities.

All animal husbandry activities with a duty to report must be registered (see above).

The person who will engage in animal husbandry or activities involving animals that require approval, authorization or certification from the Norwegian Food Safety Authority can submit an application using this form (see above).

In order to access the service, you must have the role of "Primary industry and foodstuff" or access via local role or individual right.

The service requires log-in with ID-porten (security level 3 or higher).

The service requires that you use a subsidiary entity of a legal entity (company number). You find the subsidiary entity of the legal entity by crossing off the box for "Vis også underenhet (bedrift)" (Show subsidiary entity (company)) on the page where the enterprise to be reported is selected.

The form has been developed in order to provide notification of animal husbandry activities for which there is a duty to report or to apply for authorization, approval or certification for certain types of animal husbandry activities.
The obligation to notify the Norwegian Food Safety Authority of new and altered animal husbandry activities is stipulated in the following provisions:

- Section 26 of Regulations no. 665 of 22 April 2004 relating to the keeping of cattle.
- Section 12 of Regulations no. 160 of 18 February 2005 relating to the welfare of sheep and goats.
- Section 28 of Regulations no. 175 of 18 February 2003 relating to the keeping of pigs, cf. the restriction in Section 2.
- Section 26 of Regulations no. 505 of 2 June 2005 relating to equine welfare.
- Section 18 of Regulations no. 951 of 2 October 1998 relating to the keeping of ostriches.
- Section 8 of Regulations no. 1494 of 12 December 2001 relating to the keeping of chickens and turkeys, cf. the exception in Section 2, paragraph two.
- Section 3 of Regulations of 11 August 2015 relating to the sale and temporary keeping of animals.
- Section 4, paragraph one of Regulations no. 1035 relating to animal welfare when exhibiting animals, cf. Chapter 3.
- Section 10 of Regulations no. 732 of 27 June 2012 relating to measures to combat diseases and zoonotic agents in animals.

The requirements for authorization, approval or certification of animal husbandry activities are stipulated in the following provisions:
- Section 28 of Regulations no. 505 of 2 June 2005 relating to equine welfare.
- Section 4, paragraph one of Regulations no. 1035 relating to animal welfare when exhibiting animals.
- Section 1, paragraph two of Regulations no. 541 of 4 July 1989 relating to breeding stations.
- Sections 3 and 5 of Regulations no. 240 of 6 March 1995 relating to field stations and collection stations for the artificial insemination of foxes.
- Section 3 of Regulations no. 1020 of 18 November 1994 relating to the certification of poultry activities.
