Licence to serve alcoholic beverages on board ships

You must apply for a state license to serve alcoholic beverages if you intend on serving alcoholic beverages on a ship that is deemed to be a method of public transport. The same applies for cruise ships travelling for several days in duration. An application for a license to serve alcoholic beverages on a ship must be submitted to the County Governor in the county where the ship is registered.

About this form

A certificate of registration must be enclosed with the application. A description of the business concept and information about business ownership must also be enclosed.

A state licence to serve alcohol is required to serve alcoholic beverages on board ships used as means of public transport that operate in Norwegian waters. Such a licence is also required for cruise ships on trips of several days' duration.
The applicant shall be the person for whose account the business is being operated. In principle, this will be the shipping company. Where a shipping company has outsourced the serving of alcoholic beverages to a catering firm, it is the catering firm that must apply for a licence.

Criteria/conditions:

The licence is conditional on prior registration in the Register of Business Enterprises.

The licence holder and persons who have significant influence on the business must have a record of unblemished conduct in relation to alcohol legislation and the provisions of other legislation that relates to the object of the Alcohol Act, and tax and accounting legislation.

A manager and deputy manager must be appointed for each licence. They must be 20 years old or more, have a record of unblemished conduct and documented knowledge of the Alcohol Act.

Fee:

There is no application fee; however, a licensing fee is required, cf. the alcohol regulations §6-1 and §6-2, based on the anticipated volume of alcoholic beverages sold.

Right of appeal:

Permission for the serving of alcoholic beverages on ships, cf. the Alcohol Act §5-2, is an individual decision that can be appealed to the Ministry of Health and Care Services pursuant to the Public Administration Act §§ 28 and 29. Any such appeal must be in writing and substantiated. The appeal is to be sent to the County Governor.
