Licence as pest controller

Anyone wishing to engage in professional pest control in Norway must obtain approval from the Norwegian Institute of Public Health. Approval can be granted to individuals who have completed and passed course organized by the Norwegian Directorate of Health and documented the necessary practical experience. Applications for approval can be submitted after passing the course examination.

About this form

The following documentation shall be enclosed with the application:

  • Documentation of completed practical experience.
  • Practice is documented with 20 protocols from rodent control and 20 protocols from insect control that the applicant has participated in. These should be signed by the applicant and supervisor (to be a supervisor, one must be an approved pest controller). The protocols should be from the last five years. The practice should be of at least one month's duration in each area and it should be varied.

The approval is valid for 10 years. The approval does not include the authorisation to use pesticides classified in hazard categories: Acute Tox. 1, Acute Tox. 2, Acute Tox. 3, and marked with hazard statements 'Fatal if inhaled' or 'Toxic if inhaled'.

Case processing deadlines:

To apply for approval as a pest controller, the processing deadline shall be 30 days, as mentioned in the Service Act § 11, first paragraph. The Service Act § 11, second paragraph, stating that approval is deemed granted when the processing deadline has expired, does not apply to the approval of pest controllers.

Fee:

There is no separate fee for the application process. A course fee is paid upon registering for the course (the course is mandatory for those seeking approval as a pest controller, and the fee also covers expenses such as books, course facilities, training equpiment and more).

Right of appeal:

The right to appeal is described in the notes to § 4-2 of the pest control regulations: The decision on approval or revocation of approval will be a individual decision under the Public Administration Act. The Public Administration Act and established administrative procedural principles regulate the administration of this scheme. The party will have the right to appeal the decision to the Ministry of Health and Care Services under the provisions of the Public Administration Act.

A fee is payable for participation in courses organised by the Norwegian Institute of Public Health.
