All production and contained use of genetically modified microorganisms (GMM), plants and animals must take place in laboratories or facilities approved by the Norwegian Directorate of Health. All such activities must be applied for or reported to the Norwegian Directorate of Health.

The purpose of the containment measures is to restrict the contact of the organisms with humans and the environment to ensure that there is a high level of safety.
Regulations relating to the contained use of genetically modified microorganisms (in Norwegian only)
Genetically modified organisms (GMOs) refer to microorganisms, plants and animals for which the genetic composition has been altered using gene or cell technology.
The term "contained use" means any work operation in which genetically modified organisms are produced, cultured, stored, destroyed or used in some other way in a closed system in which physical barriers are employed, either alone or together with chemical or biological barriers, to limit their contact with humans and the environment.
All laboratories and facilities for the contained use of GMOs at level 2 and higher, as well as all use of genetically modified plants, must be marked with biological hazard signs and the organisms that are being used.
Certain types of teaching that involves the contained use of genetically modified organisms do not require an application or approved laboratories, and only require that notice is given of the activity.
