Sea-ranching is a form of aquaculture in which the sea-ranching animals live freely in the sea. You require a license to engage in these types of activities. The holder of a sea-ranching license has an exclusive right, within a geographically defined area, to release animals and harvest the species which the license pertains to. The county council processes these applications.

Requirements for documentation that must be enclosed are stipulated in Section 6 of the Sea-Ranching Regulations.
Processing fee:
Pursuant to the Fee Regulations, processing fees must be paid for all types of applications processed in accordance with the Aquaculture Act. The fee is NOK 12,000. The fee must be paid and the receipt enclosed before the application can be processed. In the event of applications relating to, for example, co-location, a fee per applicant per location must be paid.
Applications for sea-ranching are processed by the county councils, while the Coastal and Aquaculture Section of the Norwegian Directorate of Fisheries is the appeals instance and principal agency.
