Change of ownership and replacement of vessels, acquisitions and licenses (participation access rights)
A commercial license is required to engage in commercial fisheries with a vessel registered in the Norwegian Register of Fishing Vessels. This can only be granted to active fishermen. Any application for special licenses or a license to participate in a closed group in participant regulated fisheries will be processed together with the application for a commercial license. Special licenses may include purse seine license, cod trawling license, shrimp trawling license, pelagic trawling license, seine net license, North Sea trawling license, demarcated North Sea trawling license, capelin trawling license, pollock trawling license, silver smelt trawling license, hake trawling license, Danish seine license or other special quota arrangements.
About this form
The form for a commercial license for fishing vessels is used to apply for a commercial license, including special licenses (concessions) and participation access rights in closed groups.
The form for applying for a commercial license must be used anyone applying for:
- Permission for continued operations upon purchase of a vessel for which the seller had been assigned special licenses (concessions) and participation access rights in closed groups.
- Permission to replace a vessel for which the owner has been assigned special licenses (concessions) and participation access rights in closed groups.
- Permission to use a vessel without special licenses (concessions) or participation access rights in closed groups for commercial fishing and catching.
- Change in ownership composition for company which owns a vessel registered in the Norwegian Register of Fishing Vessels.
- The form for reporting changes in the ownership composition can be used by the company or association that owns the vessel registered in the Norwegian Register of Fishing Vessels:
- To report minor transfers of shares or parties.
The form for declaring beneficial ownership must be used by the applicant or the party authorised by the applicant:
- If, when processing commercial applications, the Norwegian Directorate of Fisheries requests such declarations.
The individual forms will stipulate any documentation requirements.
The applicant must pay a fee for processing applications for a commercial license, replacement of vessel, access to special license (concession) and annual participation access rights.
