A license is required if, in return for payment, you intend to engage in transport using motor vehicles that are specially designed and/or equipped for people with disabilities. The county council is the licensing authority.

The license grants the holder the right and duty to engage in transport with motor vehicles that are specially designed and/or equipped to transport people with disabilities.
The license grants preferential treatment for a taxi depot, holder of a taxi license or license for regular passenger transport by motor vehicle. The license is needs-tested. In exceptional cases, a license can be granted for other applicants who have special prerequisites for engaging in this form of transport.
When issuing the license document or duplicate document, the applicant must pay an application fee to the licensing authority that is equivalent to four times the court fee.
The licensing authority will determine where the license holder will be stationed. The enterprise must be operated from the location stipulated in the license.
Motor vehicles that are specially designed and/or equipped to transport people with disabilities must be labelled with a special access symbol for people with disabilities.
It is only permitted to transport people who, due to physical or mental disabilities, require the use of the types of motor vehicles referred to in Section 1 (e) of the Professional Transport Regulations and people who may be accompanying them.
The license holder must, first and foremost, cover the need for transport within his/her licensing district. It is permitted to carry out assignments to any location within or outside of the licensing district and back again.

When applying for a license, the applicant must submit a guarantee declaration from a bank or insurance company with a NOK value equivalent to EUR 9,000. For licenses exceeding this, a NOK value equivalent to EUR 5,000 for each license will apply.
Companies:
If the applicant is a company or other legal entity, the person who is the responsible manager at any time must comply with the requirements for good conduct and professional qualifications. The company must comply with the requirement for satisfactory finances. If the applicant is a newly established company, the responsible manager must also comply with the requirement for satisfactory finances.
