An employee has the right to report issues of concern in the employer's undertaking. Workers hired from temporary-work agencies also have a right to report issues of concern at the hirer's undertaking, and in some cases, employees also have a duty to notify.

Employees can always notify a public supervisory authority or other public authorites. The employee can report issues of concern that includes breaches of legislation, written ethical guidelines in the undertaking or ethical norms on which there is broad agreement in society.

The Norwegian Civil Aviation Authority has the authority to follow up possible violations of the working environment regulations and the civil aviation regulations

The right to report issues of concern in the employer's undertaking applies to employees. Workers hired from temporary-work agencies also have a right to report issues of concern at the hirer's undertaking. Others must use the form “Notice of concern”.
