When a property is subject to a concession requirement, the new owner must obtain permission to acquire the property. An application for a concession must be sent to the mayor of the municipality where the application is submitted four weeks after the conclusion of a transfer agreement or after the acquirer takes possession of the property.

Originals or certified copies of the deed, purchase agreement, lease or other agreement and appraisal must be enclosed if such documents exist. If this applies to an acquired agricultural property, the forestry plan must be enclosed if such a plan exists.
The purpose of the concession is to maintain control of the acquisition of real estate subject to concession and facilitate the control of the registration judge (tinglysningsdommer) for registering acquisitions of real estate that are exempt from concession.

The Concession Act requires that you have to have permission to acquire real estate. The purpose of this Act is to regulate and control the sale of real estate in order to protect agricultural production areas and such conditions of ownership and use as are most beneficial to society and future generations.
The Concession Act generally covers all types of properties. However, a number of exemptions mean that most properties in Norway do not have a concession requirement.
The concession rules are stipulated in the Concession Act and associated regulations.
Some municipalities have their own rules for concessions to ensure year-round residence. For example, someone has to live in the property (residence obligation - boplikt). The residence obligation can be personal or impersonal.
The municipality will decide on concession applications. Decisions by the municipality can be appealed to the County Governor.
Fee
The concession applicant must pay a fee, unless the concession applicant has a dispensation from the concession requirement due to kinship or allodial entitlement and applies for concession because he/she will not comply with the residence obligation. The fee is set by the individual municipalities. The municipality can provide further information regarding the fee.
